New Substitute Applicants

Please read these instructions in their entirety carefully.

Please follow Steps 1-3 of the application process described below to become a substitute teacher with Haywood County Schools.

All Board approved Substitutes must substitute  during each month in order to remain an active substitute.


What needs to be done first?
  • Submit an Application for Haywood County Schools to be a Teacher Sub.
  • You will receive an email to set up an interview with the Human Resource Director.
  • You will then receive an email with the online vetting paperwork  you will need to fill out completely, this includes a NC Health Form that must be completed by a doctor. Once these items are completed you will receive the payroll portion of your paperwork to complete.
  • Substitute Teacher applicants must submit their Sub Diploma showing a composite score of 85% or higher before being considered for employment (directions are in Step 2).
  • Please deliver the following documents to Margaret Rogers at Haywood County Schools Central Office, 1230 North Main Street, Waynesville  before considering your paperwork complete:→ Driver’s License→ Original Social Security Card→ Certified Licensed Substitutes should also bring their teaching license.
  • ALL paperwork is due by the 30th of the month to be considered for the next months board agenda.
  • Once all vetting paperwork has been completed and the results of your background check have been returned to us, your name will be submitted for approval at the next scheduled School Board meeting.

Substitute Training

Haywood County Schools is pleased to provide an On-line Substitute Training Program, in cooperation with the Substitute Teacher Education Division (STEDI) at Utah State University. This 6-10 hour course of study includes an assessment for substitutes to take at the end of each module. Upon successful completion of the course and assessments, substitutes will receive a SubDiploma which must be submitted online to the Human Resources Department. Haywood County Schools will require a composite score of 85% on the SubAssessment to show successful completion. In addition, we require a High School Diploma to be considered for employment.

Who should complete this training course?

All Substitute Teacher applicants, including inactivated substitute teachers and certified licensed professionals, must meet the requirements and satisfactorily complete this course before being considered for employment. Once you have received a composite score of 85% or above, you should fill out an application for a Substitute Teacher following the directions below and you will be sent the information to submit your SubDiploma online with your employment paperwork. For licensed professionals to receive certified pay, you should submit your transcripts and licenses with your employment paperwork.

Additionally, the HR Director, or designee, may decide to mandate an advanced online management course to any substitute who seems to be having difficulty with classroom management.

*Former HCS teachers will be required to complete payroll portions of the paperwork and retire rehire forms when necessary.

Frequently Asked Questions:

Will I automatically be hired if I complete the online Substitute Teacher Training Program?

  • No, Haywood County Schools does not guarantee employment to any applicant who completes the course.  Local School Board approval and new employee orientation is required.
How many days per month will I be able to work?
  • Substitute Teachers may work up to 12 days per month.
Is there a fee associated with this course?
  • Yes. Substitute Teacher Applicants must pay a one-time fee of $39.95 to access the SubSkills On-line Training Course. The course also contains a  “fill-in activities” page that will give you access to over 75 fill-in activities that can be downloaded and printed at your leisure.
How often can I access the site?
  • Once you purchase the training, you will gain 24 hour access, seven days a week for one full year.
What kind of computer will this require?
  • You will need a computer with Internet Explorer 7+ or Firefox 2+ installed. To hear the audio and video clips you will also need speakers or headphones connected to your computer. You may also order a handbook to supplement your training.
When and how do I access the training?
  • To access the SubSkills Online Training Course, log on to, click on Register for Training, and then click on the SubSkills Online Training Course and add to cart. Click Proceed to Checkout and create your account. Once your account is complete, enter your payment information. When your purchase has been submitted and approved, you will have immediate access to the SubSkills Online Training Course.
What is the SubAssessment Test?
  • The Sub Assessment is an evaluation of how well you have studied. The test is divided into five parts. Each part should be taken AFTER you have studied the module associated with that particular section. If your score is low, go back to that same section and study the module again before re-taking the assessment. You are given 4 attempts for each section to get your best score. Do not waste them! You are welcome to take whatever time you need to study between test attempts. The composite score is not an average – your classroom management score is approximately 52% of your composite score, the other sections are about 12%. You must score a total 85% or higher to be considered for employment.

If you are hired and Board approved?
  • A New Employee Orientation is required for all new Substitute Teachers before being placed on the approved substitute list. New Employee Orientations are conducted each month.  Once completed paperwork, including Social Security Card and Drivers License, has been submitted to Human Resources, you will be notified of the date and time of the mandatory orientation class.
What will my pay be if I am hired?
  • Certified Licensed* Substitute Teachers – Gross pay $103.00/day  *Must hold a Teaching License from any state.
  • Non-Certified Substitute Teachers- Gross pay $80.00/day
  • Teacher Assistant- Gross pay $60.00/day
